Manage Tariff Rules

Tenant administrators use tariff rule sets to control which rates COMPLIANCE applies. A set groups rules for a destination and effective period.

Tariff set lifecycle

Draft -> Published -> Retired -> Archived
  \----------------> Archived
  • Draft sets and their rules can be edited.
  • Published sets participate in calculations and are immutable.
  • Retired sets no longer participate in new calculations.
  • Archived sets are retained for history and cannot be restored through the normal lifecycle.

When published rates need to change, prepare a new Draft set or version with the new effective period instead of changing the published schedule.

Create and publish a set

  1. Open Tariff Rule Sets.
  2. Select New tariff rule set.
  3. Enter a name, destination country, priority, and effective dates.
  4. Save the Draft set.
  5. Add its tariff rules.
  6. Test representative items and dates.
  7. Publish the set when it is ready for calculations.

A lower tariff-set priority number is evaluated first. A destination-specific set precedes a wildcard set when their priorities are equal.

Define a rule

Each rule contains:

Field Purpose
Commodity code HTS prefix to match. A shorter prefix covers a broader group of items.
Origin country Required origin, or * for any origin.
Destination country Required destination, or * where supported by the schedule.
Priority Determines precedence among matching rules; a higher rule priority wins.
Duty rate Percentage applied to customs value.
Import-tax rate Percentage applied to customs value plus duty.
Effective dates Date range in which the rule can apply.
Active Controls whether the rule participates in matching.

Use specific rules at higher priorities and broad fallback prefixes at lower priorities. Avoid two matching rules at the same priority with different rates; COMPLIANCE reports that condition as a conflict.

Example

For an item with HTS 8517.62.0070, origin US, and destination RO, a schedule might contain:

Commodity code Origin Priority Duty Import tax
8517.62.0070 US 100 0% 19%
8517 * 50 3% 19%
85 * 10 5% 19%

The first rule wins because it matches the complete code and origin and has the highest rule priority.

Effective-date practices

  • Do not leave unintended gaps between retiring rates and their replacements.
  • Avoid overlapping schedules unless their priorities express the intended precedence.
  • Test dates on both sides of every rate change.
  • Preserve the rule and set versions returned with completed calculations for audit purposes.
